Registered Energy Manager (REM) Requirement
Under the Energy Efficiency and Conservation Act 2024 (EECA 2024)
Energy Consumer Definition
Facilities that consume 21,600 GJ of energy or more per year are classified as Energy Consumers.
Once notified by the Energy Commission of Malaysia, the organisation must:
- Appoint a Registered Energy Manager (REM) within 3 months
Types of REM
REM Type 1
Energy consumption: 21,600 – 50,000 GJ/year
Focus areas:
- Energy Management Systems
- Electrical Energy Audits
- Energy Efficiency Improvements
REM Type 2
Energy consumption: ≥ 50,000 GJ/year
Includes REM Type 1 competencies plus:
- Thermal Energy System Audits
- Advanced Energy Optimisation

Who Can Be Appointed?
A REM may be:
- Internal employee
- External energy consultant
- Personnel from related companies

Why Must You Comply?
Legal Requirement
Organizations classified as Energy Consumers must:
- Appoint a Registered Energy Manager (REM)
- Implement energy management practices
Penalty for Non-Compliance
Failure to comply may result in:
- Fine up to RM50,000 per offence
- Enforcement action by the Energy Commission
Who Must Comply?
Organizations consuming:
21,600 GJ of energy or more per year
Manufacturing plants
Large commercial buildings
Industrial facilities
Hospitals / large institutions
How to Become a Registered Energy Manager (REM)
Step 1 – Training
- Attend REM Type 1 Training (5 days + exam)
Step 2 – Certification Application
- Apply to Energy Commission (EC) for certification (Type 1 or Type 2).
Step 3 – Progression
- Must hold REM Type 1 certification for at least 1 year before applying for REM Type 2 certification.
Step 4 – Certificate Validity
- Training certificates for Type 1 & Type 2 are valid for 5 years.
- You can complete both courses early, then apply when eligible.
Mandatory and Optional CDP
REM Practising Certificate Renewal & CDP Requirements Under EECA 2024
Professionals registered as Registered Energy Managers (REM) are required to renew their registration every year under the Energy Efficiency and Conservation Act 2024.
Annual REM Renewal
To maintain REM Certificate of Practising:
- Renew every year
- Complete 16 CDP hours annually
CDP hours can come from:
- Mandatory CDP (REM Type 1)
- Mandatory CDP (REM Type 2)
- Optional CDP programmes
CDP Exemption (No Annual Renewal)
REM may apply for exemption from yearly renewal after completing mandatory CDP hours.
REM Type 1
- 80 CDP hours (Mandatory Type 1)
REM Type 2
- 80 CDP hours – Mandatory Type 1
- 80 CDP hours – Mandatory Type 2
Total: 160 CDP hours

The Energy Commission of Malaysia may update mandatory CDP requirements from time to time.
All REMs must comply with latest requirements.
